REPORT ON LOCAL GOVERNMENT REORGANISATION
Extended Public Participation Session and Subsequent Resolution of Berry Pomeroy Parish Council
11 August 2026 – Berry Pomeroy Village Hall
1. Purpose of this Report
Berry Pomeroy Parish Council convened an extended Public Participation session on 11 August 2026 to provide residents and electors of the Parish with an opportunity to hear directly from Invited Speakers concerning the Government's decision on Local Government Reorganisation in Devon and, importantly, to enable those speakers to hear directly from the residents whose community will be affected.
The session was followed by the formal meeting of Berry Pomeroy Parish Council, at which Members considered Local Government Reorganisation and determined the Council's corporate position.
This report records the principal matters arising from the session, the overall views expressed directly to the Parish Council, the matters subsequently considered by Members and the formal resolution of Berry Pomeroy Parish Council.
It is also intended to ensure that the views and formally determined position of Berry Pomeroy Parish as a whole are recorded and communicated to residents and to those involved in the continuing Local Government Reorganisation process.
2. Government Decision of 16 July 2026
On 16 July 2026, the then Secretary of State for Housing, Communities and Local Government, the Rt Hon Steve Reed OBE MP, announced the Government's decision, subject to Parliamentary approval, to implement a proposal for four unitary councils across Devon, Plymouth and Torbay.
The proposal selected by Government was the joint proposal submitted by Exeter City Council and Plymouth City Council. Under that proposal there would be expanded unitary authorities around Plymouth, Exeter and Torbay, together with a new Devon Coast and Countryside authority covering the remainder of Devon.
Under the selected proposal, Berry Pomeroy Parish is presently allocated to the expanded Torbay authority.
It is important to record that this was not the proposal submitted by Torbay Council. Torbay Council has itself confirmed that Government selected the Plymouth and Exeter joint proposal and that the expanded Torbay authority will include 21 parishes from the current Teignbridge and South Hams areas surrounding the existing Torbay boundary.
The Government's decision therefore places Berry Pomeroy Parish within an expanded Torbay authority as a consequence of the proposal selected by the Secretary of State, rather than as a consequence of Torbay Council's own preferred proposal.
3. Extended Public Participation Session
In order that residents could hear directly from representatives with different responsibilities and perspectives within the Local Government Reorganisation process, Berry Pomeroy Parish Council invited three speakers:

The Parish Council is extremely grateful to all three Invited Speakers for giving their time to attend, address the meeting, answer residents' questions and, importantly, hear directly the concerns and views of Berry Pomeroy Parish residents.
The session was deliberately structured around Berry Pomeroy Parish residents and electors. Its purpose was to enable the people represented by Berry Pomeroy Parish Council to question the Invited Speakers and express their own views directly.
This report does not seek to provide a verbatim account of individual presentations, questions or contributions. Its purpose is to record the principal matters arising from the session, the overall views expressed directly to the Parish Council and the subsequent formal decision of Berry Pomeroy Parish Council.
4. Principal Matters Arising from the Session
The presentations and subsequent discussion confirmed the scale of the reorganisation and the fact that Government has selected a model based upon four unitary authorities.
The discussion also highlighted the importance attached within the reorganisation proposals to functional areas, service delivery, population, economic growth and the relationship between urban centres and their surrounding areas.
A significant issue for Berry Pomeroy Parish Council, however, is the position of rural parishes situated around the proposed expanded urban unitary authorities.
The Council heard nothing during the evening which persuaded it that Berry Pomeroy Parish has a natural community, geographic or administrative alignment with Torbay sufficient to outweigh its established relationship with rural South Devon and the Totnes area.
The Council also noted the important distinction between the Government-selected proposal and Torbay Council's own original position.
That distinction is particularly relevant when considering the predominantly rural character of Berry Pomeroy Parish.
During the session, Caroline Voaden MP encouraged residents who remained concerned about the Government's decision to make their views known directly to Government.
The Parish Council considers that advice particularly important. Berry Pomeroy Parish Council will itself make a direct representation to Government following the formal resolution reached by Members.
Residents are equally entitled to make their own individual representations directly to Government should they wish to do so.
5. Berry Pomeroy's Community Alignment
Berry Pomeroy Parish Council wishes to be absolutely clear that it fully recognises and understands the established community relationship between the Bridgetown area and Totnes.
Nothing in the Council's position seeks to deny or diminish that relationship.
Residents of parts of Berry Pomeroy Parish naturally use Totnes for shops, services, employment, community facilities, transport connections, health provision and many other aspects of everyday life.
Those relationships have developed over generations and do not disappear because an administrative boundary exists.
Indeed, that relationship with Totnes forms part of the Council's concern about Berry Pomeroy Parish being transferred to an expanded Torbay authority.
Community cohesion with Totnes and the historic, geographic and functional relationship of the wider Parish with rural South Devon are not mutually exclusive considerations.
Taken together, they reinforce the Council's conclusion that Berry Pomeroy's natural community alignment lies with Totnes and the surrounding Devon communities rather than with the predominantly urban Torbay area.
6. Berry Pomeroy Parish Must Be Considered as a Whole
Berry Pomeroy Parish Council is the democratically elected first tier of local government representing the whole civil Parish of Berry Pomeroy.
The Council therefore cannot consider the future of one part of the Parish in isolation from the consequences for the remainder.
The views of residents living within the Bridgetown Ward are important.
So too are the views of residents living within the Village Ward.
The Parish Council's responsibility is to consider both, together with the effect upon the integrity, governance, community identity and future administration of Berry Pomeroy Parish as a whole.
The Parish Council therefore strongly supports the principle that:
BERRY POMEROY PARISH SHOULD REMAIN TOGETHER AS ONE CIVIL PARISH.
The Council considers that preserving the integrity of the existing Parish must be a fundamental consideration in any further examination of the proposed unitary boundary.
7. What Residents Told the Parish Council
Berry Pomeroy Parish Council undertook parish-wide engagement in advance of the meeting and invited residents to submit their views directly to the Council and/or attend the extended Public Participation session.
A significant number of residents chose to attend the meeting personally rather than submit written representations.
The message received by the Parish Council through its own engagement and during the meeting was clear:
Residents wished Berry Pomeroy Parish to remain together.
Furthermore, the predominant preference expressed directly to the Parish Council was that, if the opportunity remains available for the allocation of the Parish to be reconsidered, Berry Pomeroy Parish should remain within its natural Devon community and become part of the proposed Devon Coast and Countryside unitary authority rather than the expanded Torbay authority.
The Parish Council fully recognises that individual residents hold differing views, and those views are respected.
The purpose of community engagement is not to manufacture unanimity. It is to enable differing views to be heard and taken into account before the democratically elected Parish Council reaches its corporate decision.
8. Consideration by Berry Pomeroy Parish Council
Following conclusion of the extended Public Participation session, Berry Pomeroy Parish Council proceeded to its formal meeting.
Members considered the information presented by the Invited Speakers, the questions and comments made during the session, representations received directly from residents and the wider implications of Local Government Reorganisation for the Parish.
In reaching their decision, Members considered, amongst other matters:
- the clear desire expressed that the civil Parish should remain intact;
- Berry Pomeroy's historic and present-day relationship with Totnes and rural South Devon;
- the Parish's predominantly rural character;
- the absence, in the Council's assessment, of a comparable natural community alignment with Torbay;
- the implications of placing a predominantly rural parish within an expanded urban unitary authority;
- the established community cohesion and practical relationship between parts of the Parish and Totnes;
- the implications for the integrity and future administration of Berry Pomeroy Parish;
- the continuing importance of parish-level democratic representation irrespective of the eventual principal-authority structure; and
- the views expressed directly to Berry Pomeroy Parish Council by the residents it represents.
9. Formal Resolution of Berry Pomeroy Parish Council
Berry Pomeroy Parish Council comprises six Members.
Following consideration and debate, Members voted upon the position they considered best represented the interests of the Parish and the views expressed directly to the Council by its residents.
Five Members voted in favour of Berry Pomeroy Parish remaining together as one civil Parish and seeking inclusion, as a whole, within the proposed Devon Coast and Countryside unitary authority.
One Member voted in favour of the Parish being included within the expanded Torbay unitary authority.
The resolution was therefore carried by five votes to one.
The majority decision consequently became the corporate position of Berry Pomeroy Parish Council.
FORMAL POSITION OF BERRY POMEROY PARISH COUNCIL
Berry Pomeroy Parish Council supports the clearly expressed wish that Berry Pomeroy Parish should remain together as ONE civil Parish.
The Council further supports the predominant preference expressed directly to it that Berry Pomeroy Parish should be included, as a whole, within the proposed DEVON COAST AND COUNTRYSIDE unitary authority and NOT within the expanded TORBAY unitary authority.
The Council considers that this outcome would better reflect:
the Parish's predominantly rural character;
its historic, geographic and functional relationships;
its established community alignment with Totnes and surrounding South Devon communities;
the integrity and future administration of Berry Pomeroy Parish as a whole; and
the views expressed directly to the Parish Council by the community it represents.
The resolution was carried by FIVE votes to ONE.
10. The Continuing Role of Berry Pomeroy Parish Council
Whatever decision is ultimately implemented by Government, Berry Pomeroy Parish Council remains the first tier of democratically elected local government representing the civil Parish.
That distinction is important.
Local Government Reorganisation concerns the principal-authority structure through which major local government services will ultimately be delivered. It does not, of itself, remove the identity, community role or representative function of Berry Pomeroy Parish Council.
An important message arising from the evening was the continuing significance of town and parish councils as the tier of democratically elected local government closest to their communities.
Berry Pomeroy Parish Council remains the local authority to which its residents can come directly for parish-level representation, assistance, information and the raising of matters affecting their community.
The Parish Council will continue to listen to and represent residents from all parts of Berry Pomeroy Parish, and will communicate their interests through the appropriate channels to principal authorities, elected representatives and Government.
The Council therefore intends to ensure that the voice of the whole Parish is conveyed directly to Government, rather than relying solely upon representations made by organisations or authorities representing different geographic areas or constituencies.
The Parish Council will continue to represent the interests of all residents of Berry Pomeroy Parish, irrespective of which principal unitary authority ultimately becomes responsible for the area.
11. Direct Representation to Government and Next Steps
Following its resolution, Berry Pomeroy Parish Council will make a direct representation to Government, addressed to:

The Government confirms that the Secretary of State has strategic responsibility for local government and English devolution, while the Minister of State's responsibilities include strategic oversight of English local and regional government structures and local government policy.

Berry Pomeroy Parish Council is also available to residents who require information, assistance in understanding the proposals, or help in identifying the appropriate route through which to make their views known.
The Council will provide this report to its residents, the Invited Speakers and relevant elected representatives and authorities so that there can be no ambiguity concerning the formally determined position of Berry Pomeroy Parish Council.

The Council will continue to engage constructively with Government, existing principal authorities, neighbouring councils and its community as the reorganisation progresses.

Understanding Our Parish and Local Government Re-Organisation
Berry Pomeroy Parish Council has prepared the following information to assist residents in understanding the historic development of our Parish and the Council's statutory role in considering the implications of Local Government Re-organisation.
The Council hopes this information will provide helpful background ahead of the Public Meeting on Tuesday 11 August 2026, where residents will have the opportunity to hear directly from invited representatives and ask questions about the Government's proposals.
Berry Pomeroy Parish – One Historic Parish
Berry Pomeroy Parish is a long-established historic parish with a strong identity and heritage.
Whilst the Parish is today represented through two electoral wards – Bridgetown Ward and Village Ward – these are parish wards created for electoral representation. They do not create two separate parishes.
Historically, Bridgetown has formed part of Berry Pomeroy Parish for many generations. Historical records identify Bridgetown as being part of the Parish well before modern local government arrangements were introduced, and the Local Government reforms of 1894 formalised the civil parish arrangements that continue today.
For well over a century, Berry Pomeroy has therefore been administered as one civil parish, despite changes to district, borough and electoral arrangements over time.
Today, approximately 56% of the Parish electorate resides within the Bridgetown Ward and approximately 44% within the Village Ward. Whilst Bridgetown has the slightly larger electorate, both wards represent significant parts of one historic parish and together form the community represented by Berry Pomeroy Parish Council.
The Parish Council's Responsibility
Berry Pomeroy Parish Council is the statutory local authority for the whole of Berry Pomeroy Parish.
When considering Local Government Re-organisation, the Council has a responsibility to consider the interests of the whole Parish, taking into account:
- the views and aspirations of residents;
- the historic identity of Berry Pomeroy Parish;
- the effective governance of the Parish;
- the practical implications of implementation;
- the future administration of the Parish Council; and
- the long-term interests of the community as a whole.
The Council's role is therefore broader than simply considering boundaries. It must ensure that any future arrangements enable Berry Pomeroy Parish to continue to be effectively governed and represented for many years to come.
Why Your Views Matter
The Parish Council has convened the Public Meeting to provide residents with the opportunity to:
- hear directly from senior representatives involved in Local Government Reorganisation;
- understand the implications of the proposals;
- ask questions;
- and help inform the Parish Council before it considers its formal response.
The Council welcomes the views of all residents because they are an important part of the Council's consideration of this significant matter.
The Parish Council has not convened the meeting to promote a predetermined outcome. Rather, it seeks to ensure that its eventual response is informed by both the views of its residents and its statutory responsibility to consider the long-term governance and wellbeing of Berry Pomeroy Parish.
